ElevenLabs requires verified consent before cloning a voice

The persona

ElevenLabs is a voice-AI company whose text-to-speech and voice-cloning tools are widely used as production infrastructure to give text- or CGI-based virtual personas a synthetic speaking voice. ElevenLabs is the technology vendor in any such use; the persona built with its voice is a separate operator's product, and any specific character's speaking voice is properly attributed to whichever studio or creator configured it, not to ElevenLabs directly.

What the documents establish

ElevenLabs' own voice-cloning documentation, retrieved 16 September 2026, distinguishes an 'Instant Voice Clone,' built from under two minutes of audio without training a custom model, from a 'Professional Voice Clone,' which fine-tunes a dedicated model over roughly three to six hours of processing. The same documentation states plainly: 'you can only create a Professional Voice Clone of your own voice. Even with their consent, you cannot clone someone else's voice,' and that all such clones 'require a verification process to confirm that the voice belongs to you.' ElevenLabs' separate Safety page adds that the company blocks 'the cloning of celebrity and other high risk voices' as a stated product safeguard, alongside an AI-generated-audio classifier the company has 'publicly released.'

Character versus company

A voice a persona uses to speak is, per this documentation, either the persona operator's own recorded voice (cloned with their consent and verified identity) or a licensed stock voice ElevenLabs provides; it is not, per the company's stated policy, a clone of a third party's voice made without that party's participation. Any virtual character whose 'voice' sounds like a real, identifiable person raises a question the documentation directly addresses: ElevenLabs states it restricts exactly that outcome for celebrity and high-risk voices, though the safety page also acknowledges 'no safety system is perfect.'

What to watch

Because Instant and Professional Voice Clones differ in verification rigor, whether a given persona's ElevenLabs-produced voice was built with the lighter or the stricter process is a fact worth establishing separately in any specific case; the general policy documented here does not by itself confirm compliance in any one production.

• Which ElevenLabs clone tier, Instant or Professional, produced a given persona's voice, and what verification did that tier require?
• Has ElevenLabs' Prohibited Content and Uses Policy been invoked against any named virtual-persona production?
• Does the operator behind a given persona disclose its use of voice-cloning technology, separately from ElevenLabs' own consent requirements?

ElevenLabs' documentation states a clear consent architecture for whose voice can be cloned and how; whether any individual persona's operator followed it in full is a separate, production-specific question this documentation cannot answer on its own.
